Transportation and pedestrian circulation is designed into the plan to create hubs for arriving Pilgrims and convenient access to the Haram. The major pedestrian axis for Pilgrims welcomes them with dramatic views of the Haram and provides them with prayer areas, lodging, retail and support services. Local residents have a separate pedestrian axis to the Haram with exciting views and outdoor spaces. In between these routes the design of the city provides for a mixture of housing and shopping to attract permanent residents back to the area as a new urban center.
